New York's timezone is most commonly called "Eastern Time" or "US Eastern Time".

The -5 reflects the fact that when Daylight Saving time is not in effect, it is five hours behind UTC or GMT. Noon GMT would be 7:00am Eastern Standard.

Unfortunately, simply declaring the zone as "-5" does not give you any information about when (or if) the zone makes use of Daylight Saving Time. For instance, Colon, Panama also keeps time 5 hours earlier than UTC. But they don't make use of Daylight Saving time.

Why do you want it to be a non-negative number? You could use 24 - 5 => 19 to suggest that the time is 19 hours ahead of UTC, but that's not correct. The hours would be correct, but the day would be off by one if you used that calculation.

The normal time zone for New York is called Eastern Standard Time (EST). During the summer the time is shifted by one hour (-4) and is called Eastern Daylight Savings Time (EDT).

It is called eastern time.

-5 isn't a negative number! It just means Universal time minus 5 hours. So to convert, if Universal time is 3 PM, then Eastern time is minus 5 which is 10 AM.

Everything is in local to the airport in question. You're leaving at 9:30 central time and arriving at 13:30 (1:30 pm) eastern time. Your connection time is therefore also in eastern time.

Time zones are measured east and west from Greenwich.

Time zones West of Greenwich and the minus sign in from of them, and time zones East of Greenwich have a Plus sign in front of them.

-5 means you subtract 5 hours from Greenwich Mean time to find the time in that time zone.

OR Add five hours to local time to find GMT.
