is there a website that can measure this exactly without doing the nearest city to the border?

There are no online resources that will give you distances from city center/boundary to it's state border.
If you know (or can compute) the Latitude and longitude of your start point and the point on the border you want a distance to, then you can use math to interpolate or use this site:
http://www.indo.com/distance/
to compute the straight line distance between them.

Use a map. Use can use a old fashioned printed on paper map or atlas tehn start at the point to the city and measure the distance to the nearest border. Then multiply according to the map key. Or if you are simply traveling, just go to http://www.mapquest.com/directions. Not only will it tell the distance it will gaive a map and written directions. Good luck.

Road like freeways and state roads have mile markers that end or start on state borders.
As an example, the south border is mile zero and north border is 400.
If mile marker is 100 then you are 100 miles from the south border and 300 from the north border.
Maps like rand MacNally also has markers printed on most roads so you can add them up and calculate.
